just the absolute worst. bar none.
He goes so high on the bad scale it overflows and breaks into the good scale so clearly, he transcends both concepts completely.

Waluigiās actions exist on a spectrum but I think it really only goes from mischevious to unintentionally helpful. I canāt say definitively. Heās got a full life ahead of him to define himself in my eyes.
