I always assume waluigi as some sort of cosmic being beyond human understandings of “good” and “evil”, and also he just likes to play tennis a lot.

You can take that one of two ways:

just the absolute worst. bar none.
He goes so high on the bad scale it overflows and breaks into the good scale so clearly, he transcends both concepts completely.

Waluigi’s actions exist on a spectrum but I think it really only goes from mischevious to unintentionally helpful. I can’t say definitively. He’s got a full life ahead of him to define himself in my eyes.
