Why can I edit other people's post titles?

I keep noticing the little pencil by other users’ threads. On other people’s threads, I can edit the original posts title, as well as change under which category it is. Is this something anyone else is experiencing? It’s worth mentioning that this does not apply to Waypoint “New Stories” posts.
